The Paris Agreement requires each Party to the UNFCCC to regularly provide “Information necessary to track progress made in implementing and achieving its nationally determined contribution (NDC)” (Article 13(7)). This is known under the Paris Agreement as “Transparency” (also known as measurement, reporting and verification, or MRV). Transparency (or MRV) is about more than just providing information on progress towards your NDC - it can help countries actively steer towards those targets in the most effective and efficient manner possible and maximise national benefits.
Transparency doesn't need to be complex and costly, and can often be achieved with existing data.
