5th Annual LARAC/Wastepack Scholarship Programme

12 places will be kindly sponsored by Wastepack for new recycling officers (those who have less than 5 years experience in the waste industry) to attend the LARAC Conference and the National Recycling Awards free of charge.

Previous scholars have found the programme really beneficial and hugely enjoyable as you can read in their scholars' diaries. These, along with details of the programme and an application form are now in the Member's Forum section of the LARAC website.

The closing date for applications is Friday 18th July - so you'd better go to the Members Forum immediately and download an application form!

The winners will be announced during August.


European Parliament agrees Waste Framework Directive revision

25th June 2008

 The European Parliament has finally agreed the much amended Waste Framework Directive.  LARAC welcomes the revised WFD revision which will mean:
 - New Recycling targets, including 50% recycling of municipal waste by 2020
- Statutory Waste Prevention plans by 2016
- More separate collections of biowaste and a big increase in composting
- The Waste Hierarchy re-affirmed, with efficient conversion into energy classified as recovery, not disposal.

Now all  we need to worry about is who will pay.  With our partner organizations, LARAC is looking forward to working out the details with DEFRA.

Dr Caroline Jackson, MEP, the Rapporteur for the Revision of the Waste Framework Directive, will give the keynote address on Day 2 the 2008 LARAC Conference - another good reason to book your place.

LARAC and CRR Welcome WRAP Costings Report

16th June 2008

LARAC (the Local Authority Recycling Advisory Committee) and the Campaign for Real Recycling today welcomed the release by WRAP of it’s ‘Indicative Costs and Performance of Kerbside Collection Systems’ research.  The report represents the most in-depth study to date of the potential performance and costs of recycling collection and sorting systems identifying areas of good practice in a wide variety of local authority types.

NHHWF launch of new Haz Guide at CIWM

On 11th June at CIWM the NHHWF launched the new Haz Guide. The Haz Guide 2008 is the definitive guide for comprehensive information on how to manage small business and household hazardous type waste. This new NHHWF Haz Guide helps users to keep abreast of rapidly changing environmental legislation and be informed about the latest developments in management of small quantities of hazardous wastes. The Guide provides advice for businesses and those who manage such waste to assist their compliance and avoid the problems associated with its improper treatment and disposal. The guidance aims to minimise the risks to human health and the environment and ensure legal compliance associated with the collection and disposal of small quantities of hazardous waste such as computer monitors, batteries, engine oil, gas cylinders, florescent light tubes and paint.

LARAC response to Asda "Recycling Postcode Lottery" claim

27th May 2008

Following recent comments from Asda on ‘Pay as you throw’ and their call for an end to the recycling postcode lottery, and their claim that most of their packaging is easily recyclable, LARAC’S Joy Blizzard has made the following response:

"LARAC rebuts these ill informed comments.  Local authority recycling schemes are not mass produced, but have to reflect the areas that they serve and the funding available.  One size will never fit all.  LARAC would like to know how 92% of ASDA's packaging can be classed as easily recyclable when it clearly isn't.  If it was, then local authorities would be collecting it already.  LARAC would like to see ASDA demonstrating that this material is easily recyclable by for example providing take back schemes for all of it, in every store or offering funding to local authorities to provide a uniform kerbside collection service at no additional cost to council tax payers.

LARAC SCOTLAND MEETING

27th May 2008

On 13th May at the Crowne Plaza Hotel in Glasgow held its annual Scotland Meeting; attended by 20 LARAC members along with the presenters and their colleagues, the theme of the day was working towards zero waste.

The meeting looked at current projects, data analysis and methods, media communications, the LA relationship with Community Recycling Network Scotland projects and research and teaching that will underpin future thinking on zero waste and environmental businesses.
